'Innovation in Government' session
Live blog session - Customer case: Increase efficiency and effectiveness - Electronic ID Card in Belgium
Luc Vanneste, General Director of the Federal Public Service Home Affairs of Belgium, is presenting a customer case about an electronic ID Card in Belgium. A very interesting topic if you ask me...
He shows us the electronic ID card immediately, looking like a bankcard with a chip. The data that currently get's stored is personal information like address, your picture, an identification code and signaturecode.
A pilotfase for the project started in 2003, the actual project started in September 2004. Currently about 225.000 cards get registered in the archives every month.
Challenges on this project:
- New infrastructure was needed
- Rethinking of the work processes
- Legislation and security topics (forgery, certificates, chips)
- Many different stakeholders
An innovative example of applying the possibilities of the electronic ID card are some websites where you can use the card to log in:
- Saferchat.be, to get online chatting to be a safer environment.
- Seniorennet.be: 50.000 visitors a month
Another thing is, that the card also speeds op the process at the office of home affairs. For example: normally it takes a long time to access someones personal information, with the electronic card the data can be accessed very quickly.
The guests are very interested in the numorous possibilities of the card, when we come to the Q&A session.
Questions (answers from Luc Vanneste):
Do you still need a passport? - In Europe we use this card, but you still need a passport to travel outside Europe. The electronic card is just like the Dutch (european) ID card. There are also some countries we have arrangements with.
Are you also in contact with commercial parties on this project? I have a lot of cards in my wallet, did you for example talk with banks? - In the next version we're definitely going to talk with the banks about this project.
Did you think about using it for drivers licences and those things closer to the card? - Yes, but it's necessary to take the current legislation into account. But in the future we would really like this.
